About the Dream Center
Founded in 1994 by Pastor Tommy Barnett and led today by Pastor Matthew Barnett, the Dream Center is a beacon of hope in the heart of Los Angeles. What began as a small outreach to hurting families has become a twenty-four-hour, seven day a week spiritual and social services campus serving tens of thousands of individuals and families each month. For more than three decades, the Dream Center has stood as a refuge for the broken, a home for the homeless, a family for the forgotten, and a lighthouse pointing people to the life changing love of Jesus Christ.
Under Pastor Matthew’s leadership, the Dream Center continues to expand its programs, strengthen its citywide impact, develop new partnerships, and position itself for long term organizational stability and generational influence. As the ministry grows in scope, scale, and opportunity, the Dream Center is building a strong executive team to ensure excellence, integrity, transparency, and stewardship in every area of the organization.
The Chief Finance and Business Officer (CFBO) is a key executive leadership role designed to bring strategic oversight, professionalism, and long-term financial sustainability to the Dream Center.
Position Summary
The Chief Finance and Business Officer provides executive leadership, strategic direction, and hands on oversight for all financial, business, operational, and investment functions of the Dream Center. The CFBO ensures that the Dream Center maintains the highest standards of financial integrity, legal compliance, operational excellence, investment stewardship, and sustainable growth. This leader builds systems, modernizes processes, strengthens accountability, and helps safeguard the long-term financial health of the ministry. The CFBO reports directly to the Chief Executive Officer and works closely with the Board of Directors, the Finance Committee, the Audit Committee, legal counsel, external auditors, and department leaders across all Dream Center entities.

Key Areas of Oversight
1. Accounting and Financial Management
The CFBO leads the financial engine of the entire organization and ensures accuracy, compliance, transparency, and stewardship. Responsibilities include:

Overseeing all financial reporting, including profit and loss statements, balance sheets, cash flow analysis, donor revenue reports, and departmental budgets

Managing the annual budgeting process and multiyear financial planning

Ensuring accuracy and integrity in all accounting practices
-
Managing tax filings, state and federal compliance requirements, and all legal financial obligations
-
Overseeing annual audits with external auditing firms
-
Ensuring compliance with nonprofit financial regulations and best practices
-
Strengthening internal controls and financial policies

Supervising the accounting team, including the Controller, accounts payable and receivable, and financial analysts
-
Providing monthly and quarterly reports to the CEO, Board, and Finance Committee

Leading continuous improvement of financial systems, software, workflows, and standard operating procedures
2. Business Operations and Enterprise Management
The Dream Center is a large, complex, multi program campus that includes several income generating enterprises, leased partnerships, and operational ventures. The CFBO oversees:

Property Management:
Oversight of all Dream Center owned and leased properties
Ensuring safety, compliance, maintenance, capital planning, and operational efficiency -
Dream Center Gym:
Operational oversight of the commercial fitness facility
Budgeting, revenue tracking, staff oversight, and membership growth strategy -
Dream Center Recording Studio:
Oversight of the studio’s business operations, staffing, scheduling, partnerships, and revenue -
Merchandise and Online Store:
Management of Dream Center merchandise operations
Oversight of product development, inventory, pricing, marketing, sales, order fulfillment, and financial tracking -
Medical Center and Counseling Center Partnerships:
Overseeing contracts and agreements with external partners operating on campus
Ensuring compliance, performance standards, lease terms, and revenue agreements -
Additional Enterprise Ventures:
Evaluating new business opportunities that strengthen the Dream Center’s sustainability
Developing business models, feasibility assessments, and revenue projections
Ensuring alignment with the mission and values of the Dream Center
3. Investments, Endowment, and Long-Term Financial Growth
The CFBO develops, manages, and safeguards the long-term financial health of the organization. Responsibilities include:

Endowment Creation and Management:
Designing and launching the Dream Center’s first endowment
Establishing policies for investment, distribution, and long-term sustainability
Working with the Board and Finance Committee to set endowment philosophy and spending guidelines -
Investments:
Managing all organizational investments, including stocks, CDs, money markets, mutual funds, and related financial instruments
Ensuring fiduciary responsibility, risk management, and appropriate diversification
Providing quarterly investment reports and recommendations to the CEO and Board -
Real Estate Investments:
Assessing opportunities for real estate acquisition, development, or divestment
Managing existing real estate holdings
Overseeing leases, property income, legal obligations, and long-term strategy -
Financial Growth Strategy:
Developing multiyear strategies for reserves, cash flow health, liquidity, and capital planning.
Creating a financial sustainability plan that supports future expansion, program growth, and operational excellence
Qualifications
Strong alignment with the mission, values, and spiritual culture of the Dream Center; Deep commitment to integrity, stewardship, and Christ centered leadership; Senior level experience overseeing accounting, finance, or business operations in a complex organization; Expertise in nonprofit finance, audits, compliance, and financial reporting; Experience managing investments, endowments, or large financial portfolios; Proven ability to build systems, strengthen controls, and professionalize organizational infrastructure; Experience managing revenue generating business units; Strong leadership, communication, relational, and team building skills.

COMPENSATION & BENEFITS
Salary range: $125,000 – $150,000 annually, commensurate with experience. Benefits include health insurance, retirement plan, paid time off, and professional development opportunities.
